Amends the Environmental Protection Act to require the Environmental Protection Agency to provide annual testing of private wells located within 1/2 mile of active or inactive sanitary landfills or hazardous waste disposal facilities at no charge to well owners upon request.

Mandates automatic annual testing of all private wells within 1/2 mile of a sanitary landfill if tests conducted within the 2-year period prior to the act's effective date revealed high levels of harmful chemicals in those wells.

Requires the Agency to test samples for potentially harmful chemicals and provide written reports of testing results to each affected well owner.

Requires the Agency to notify sanitary landfill or hazardous waste facility operators at least 5 business days before sampling, allowing them to obtain split samples and specifying the sampling and testing procedures.

Mandates cooperation between the Environmental Protection Agency, Illinois Department of Public Health, and local health departments in sample collection, with health departments receiving written reports of results.
