Creates the Movable Soccer Goal Safety Act to establish safety requirements for movable soccer goals used in organized games.

Requires organizations that set up, move, or store movable soccer goals to follow all applicable guidelines for anchoring, securing, and counterweighting established by the U.S. Consumer Product Safety Commission's "Guidelines for Movable Soccer Goal Safety" (January 1995 or successor version).

Prohibits commercial dealers, manufacturers, importers, distributors, wholesalers, and retailers from manufacturing, selling, leasing, or otherwise distributing movable soccer goals that are not tip-resistant, effective upon the act's enactment.

Requires movable soccer goals with inside measurements of 6.5 to 8 feet high and 18 to 24 feet wide to comply with the American Society for Testing and Materials (ASTM) standard F2673-08 for tip-resistant movable soccer goals.

Establishes violation of the act as a petty offense punishable by a fine not exceeding $500.
