Prohibits campaign contributions to the Cook County Assessor, Cook County Board of Review Commissioners, or declared candidates for these offices from property owners with tax assessment appeals and their representatives.

Contribution ban applies from the initiation of an appeal through the longer of either 2 years after the assessment year the appeal was disposed of or the conclusion of the office holder's term during which the appeal was disposed.

Requires the Cook County Assessor and Board of Review to report semi-monthly to the State Board of Elections listing property owners with pending appeals, their representatives, and disposed appeals with disposition dates.

Mandates the State Board of Elections to post reported names on its website in a searchable format for political committees subject to the prohibition.

Requires political committees receiving prohibited contributions to pay the contribution amount to the State Board of Elections within 30 days, with funds deposited into the state general revenue fund.
