Amends the Illinois Vehicle Code to authorize the Secretary of State to issue special Operation Desert Shield/Desert Storm license plates to Illinois residents who have earned the Southwest Asia Service Medal from the United States Armed Forces.

Special plates may be affixed only to passenger vehicles of the first division, motorcycles, or motor vehicles of the second division weighing not more than 8,000 pounds.

Plate design, color, and format are solely within the discretion of the Secretary of State, and may be issued as vanity or personalized plates in accordance with state law.

Plates are not required to display "Land of Lincoln" and shall expire according to the staggered multi-year procedure established in Section 3-414.1 of the Illinois Vehicle Code.

Act takes effect immediately upon becoming law.
