Amends the Illinois State Auditing Act by adding Section 2-15 to establish a fraud reporting mechanism.

Requires the Office of the Auditor General to operate a toll-free telephone hot line allowing the public to report allegations of fraud in the executive branch of State government.

Authorizes the Office of the Auditor General to conduct audits concerning alleged fraud and refer allegations to appropriate law enforcement authorities or other governmental entities with jurisdiction.

Requires the Office of the Auditor General to adopt rules for implementing the fraud hot line provisions.

Takes effect immediately upon becoming law.
