• Transfers authority for awarding adult literacy grants from the Secretary of State to the State Board of Education effective January 1, 2011.

• Creates the Adult Literacy Grant Fund as a special fund in the State treasury to support adult literacy programs through education agencies, libraries, and community-based organizations.

• Allows moneys from the Secretary of State Special Services Fund and the Live and Learn Fund to be transferred to the Adult Literacy Grant Fund beginning in fiscal year 2011.

• Requires the State Board of Education to award grants based on documented literacy rate needs in communities.

• All existing rules, standards, and procedures adopted by the Secretary of State for adult literacy grants remain in effect until amended or repealed by the State Board of Education.
