Changes the Commuter Rail Board from an 11-member appointed board to a 9-member elected board, effective May 1, 2011.

Board members shall be elected on a nonpartisan basis at consolidated elections, with one director each from Chicago, DuPage, Kane, Lake, McHenry, and Will counties, and three from Cook County outside Chicago.

Eliminates all compensation and benefits for elected board members beginning May 1, 2011, except for reimbursement of actual expenses; prior appointed members received annual salaries ($25,000 for chairman, $15,000 for others).

Excludes elected Commuter Rail Board members from coverage under the State Employees Group Insurance Act and the Illinois Pension Code.

Requires board action to be approved by at least 5 affirmative votes (beginning May 1, 2011) for ordinances; increases voting threshold for working cash borrowing to two-thirds of directors.
