• Requires the Department of Corrections to establish uniform procedures by January 1, 2011, for notifying interested parties (victims, law enforcement, prosecutors, and the Prisoner Review Board) of projected early releases due to good conduct credit awards for meritorious service.

• Mandates that interested parties be allowed to submit written or electronic comments on projected early releases, which the Department must consider and include in the inmate's record upon promulgation of rules.

• Effective immediately upon passage.
