Requires all employers to verify employment eligibility of newly hired employees through the E-Verify program on and after the effective date of the amendment.

Mandates that employers receiving economic development incentives (grants, loans, or performance-based incentives) from any government entity must register with and participate in E-Verify, with proof required before receiving the incentive.

Establishes that the State, political subdivisions, and local governments including home rule units shall require employers to use an Employment Eligibility Verification System as a condition of receiving a government contract or business license.

Specifies violations for enrolled employers, including failure to display required notices, allowing unauthorized E-Verify system use, verifying job applicants before hiring, and terminating employees before receiving final nonconfirmation notices.

Requires the Illinois Department of Labor to request a quarterly list from the U.S. Department of Homeland Security of E-Verify registered Illinois employers and make the list available on the Department's website.
