Amends Section 21-205 of the Property Tax Code regarding tax sale procedures conducted by tax collectors.

Requires collectors to employ an automated bidding system programmed to accept the lowest redemption price bid by a tax purchaser, subject to penalty percentage limitations in Section 21-215.

Mandates that bidders are required to personally attend the tax sale.

Declares that the changes made by this amendment are declarative of existing law.

Takes effect immediately upon becoming law.
