• Creates the Immigration Law Enforcement Act requiring state and local law enforcement to enforce federal immigration laws to the full extent permitted by federal law.

• Mandates reasonable attempts to determine immigration status during lawful stops when reasonable suspicion exists that a person is unlawfully present, and requires determination before release of any arrested person.

• Establishes state crimes for unauthorized aliens including willful failure to carry alien registration documents (Class C misdemeanor), soliciting work while unlawfully present (Class B misdemeanor), and transporting/harboring unlawful aliens (Class B misdemeanor or Class 4 felony for 10+ aliens).

• Requires all employers to verify employment eligibility through E-Verify program and prohibits intentional employment of unauthorized aliens; allows Department of Labor investigations and imposes penalties for false complaints.

• Preempts home rule authority and establishes the Immigration Law Enforcement Fund administered by the Department of State Police for immigration enforcement and jail reimbursement costs.
