Amends the Freedom of Information Act Section 3.1 to prohibit the Department of Natural Resources from categorizing requests made by municipalities as commercial purpose requests.

Requires the Department of Natural Resources to respond to municipal record requests within 5 business days after receipt, consistent with standard non-commercial FOIA timelines.

Preserves all existing exemptions under Section 7 of the Freedom of Information Act that may apply to municipal requests.

Maintains existing provisions allowing public bodies to charge fees and require advance payment for commercial purpose requests from non-municipal requesters.
