Secretary of State must verify that vehicles subject to liability insurance requirements have insurance coverage before registering or renewing registration, effective January 1, 2012.

Insurance policies must meet minimum amounts for bodily injury or death and property destruction as set in Section 7-203 of the Illinois Vehicle Code, and be issued by insurers authorized to do business in Illinois.

Exemptions from liability insurance requirements include vehicles subject to Chapters 8 or 18a, vehicles required to file proof with the Illinois Commerce Commission, self-insured vehicles, government-owned vehicles, implements of husbandry, and inoperable or stored vehicles.

State agency employees assigned vehicles must annually certify they are licensed to drive and have either liability insurance coverage for non-official use or a bond filed with the Secretary of State, with authorization to use vehicles automatically rescinded upon license suspension, insurance cancellation, or bond termination.

Peace officers employed by State agencies who are prohibited by agency policy from personal use of assigned vehicles are exempt from the insurance certification requirements.
