Department of Central Management Services must establish and maintain the Illinois Transparency and Accountability Portal (ITAP) website within 12 months with a full-time webmaster to compile employee and financial data from state agencies, counties, townships, and municipalities.

ITAP shall include searchable databases of all current state employees and consultants sorted by name, agency, division, position title, and pay rate; state expenditures by agency and category; state contracts; and development assistance under the Corporate Accountability for Tax Expenditures Act.

ITAP shall include searchable databases of all county, township, and municipal employees sorted by employing unit, position title, current pay rate, and year-to-date pay for both current employees and those hired after the bill's effective date.

Counties, townships, and municipalities must comply with ITAP requirements and cannot submit employment information in a manner inconsistent with the established standards, limiting their home rule powers under the Illinois Constitution.

Each state agency, county, township, and municipality must cooperate with the Department of Central Management Services in furnishing information necessary for ITAP implementation within specified timeframes.
