Transforms the Regional Transportation Authority (RTA) Board from a 16-member appointed board to a 9-member elected board beginning May 1, 2011, with nonpartisan elections at consolidated elections.

Eliminates compensation for elected RTA Board members (except expense reimbursement) and removes them from pension and group insurance benefits under state law.

Changes voting thresholds on the RTA Board from 9 affirmative votes (of 16 members) to 5 affirmative votes (of 9 members) for most actions, and from 12 to two-thirds for certain budget and strategic planning decisions.

Expands RTA authority over Service Boards through new Strategic Plan requirements, Five-Year Capital Programs, and an Innovation, Coordination, and Enhancement Fund to promote coordination and innovation in regional public transportation.

Requires RTA to develop comprehensive paratransit services plans and funding mechanisms for Americans with Disabilities Act (ADA) services by consolidating oversight under the Authority beginning July 1, 2005.
