Establishes a 9-member elected Chicago Transit Authority Board beginning May 1, 2011, replacing the existing 7-member appointed board.

Board members shall be elected on a nonpartisan basis at consolidated elections, with 7 members representing Chicago and 2 members representing Cook County outside Chicago, with terms of 2 or 4 years depending on election results.

Beginning May 1, 2011, elected board members receive no salary or compensation except reimbursement for actual expenses, and are excluded from pension and group insurance benefits.

Vacancies on the elected board shall be filled by appointment of the county board chairman of the represented county or the Mayor of Chicago for the remainder of the term.

Changes voting requirements for board actions from 4 affirmative votes to 5 affirmative votes beginning May 1, 2011, and modifies the chairman appointment process to require concurrence of at least 6 members.
