Excludes directors of the Illinois State Toll Highway Authority who are appointed on or after the effective date from being considered "employees" under the Illinois Pension Code, preventing them from joining the State Employees' Retirement System.

Eliminates annual salary for the chairman and directors of the Illinois State Toll Highway Authority beginning on the effective date, allowing only reimbursement for actual expenses incurred in performing their duties.

Prohibits crediting any service or contribution to retirement systems or pension funds for Authority directors serving on or after the effective date, and prevents public funds from being appropriated for such pension credits.

Bars Authority directors from receiving any financial benefits or perquisites for their service, including participation in life or health insurance programs, beginning on the effective date.

Takes effect immediately upon becoming law.
