Establishes the Illinois Transparency and Accountability Portal (ITAP) within the Department of Central Management Services to compile and publish searchable databases of state, county, township, and municipal employee information within 12 months of enactment.

Expands the definition of "State agency" to include the General Assembly and legislative support services agencies for purposes of ITAP reporting requirements.

Requires ITAP to include searchable databases of all current and newly hired county, township, and municipal employees sorted by employing unit, employment position title, current pay rate, and year-to-date pay.

Mandates counties, townships, and municipalities comply with ITAP requirements established by the Department of Central Management Services, limiting home rule powers in this regard.

Takes effect immediately upon enactment.
