Calls for passage of a green and sustainable comprehensive capital construction plan as a top priority for the General Assembly, Governor, and State of Illinois.

Requires builders to adhere to sustainable building standards including the U.S. Green Building Council's Leadership in Environment and Energy Design (LEED) standards or substantially equivalent standards for new construction and building renovations.

Directs the State to prioritize laying fiber-optic lines during road construction and improvement projects, particularly in rural areas and regions historically lacking technological infrastructure.

Instructs the State to give due consideration to new public transportation including rail when allocating transportation funding to support sustainable transportation infrastructure.

Requires the State to evaluate each project based on its potential to create jobs, environmental impact, and long-term energy savings when making capital construction decisions.
