Creates a 6-member Usury Investigation Task Force with members appointed by the Senate President, House Speaker, Senate Minority Leader, House Minority Leader, Governor, and lending industry representatives chosen by co-chairpersons

Task Force shall investigate revival of usury laws, effects of usury legislation on consumers' and borrowers' rights, and potential harms from not passing usury legislation

Task Force shall conduct public hearings to solicit expert testimony and public opinion on usury-related issues

Task Force shall file a report with the General Assembly by July 1, 2010 detailing findings, policy recommendations, and next steps for further study
