President Barack Obama signed the American Recovery and Reinvestment Act of 2009 on February 17, 2009, a $787 billion economic stimulus package to be distributed to states for economic recovery.

Illinois will receive billions of dollars from the stimulus package designated for education, social service programs, and infrastructure projects.

The Governor should not use American Recovery and Reinvestment Act funds to create new programs unless the Illinois General Assembly creates the program and makes appropriations for it.

Any new programs funded by stimulus money must be scheduled to repeal when the American Recovery and Reinvestment Act funding is no longer available.

A copy of this resolution shall be presented to Governor Pat Quinn.
