Creates a bipartisan task force to develop integrated economic and workforce development policies addressing Illinois' economic growth lag and job quality decline.

Task force must conduct discovery process, hold public hearings, gather expert testimony, and issue a comprehensive report by September 30, 2010 to the Governor and General Assembly.

Comprises 16 voting members: 4 Senate members appointed by President, 4 by Senate Minority Leader, 4 House members appointed by Speaker, 4 by House Minority Leader; requires affirmative vote of at least 9 members for actions.

Includes 8 ex-officio non-voting members from state departments including Commerce and Economic Opportunity, Employment Security, Human Services, Transportation, Labor, Environmental Protection Agency, Illinois Community College Board, and Department of Corrections.

Task force goals include ensuring Illinoisans develop in-demand skills, creating career paths for all working-age residents, investing in infrastructure to attract quality employers, encouraging entrepreneurship and small business growth, and supporting sustainable economic development.
