Authorizes the Illinois State Toll Highway Authority to expand the toll highway system to include a Bypass to O'Hare International Airport (Western Access) along the western edge of O'Hare between I-90 and I-294.

Includes an extension (Elgin-O'Hare Expressway) to be constructed in an east-west direction between west of I-290 near Roselle Road and the bypass on the east.

Requires construction of the bypass to be completed no later than December 31, 2015.

States that the 2015 completion deadline is necessary to ensure traffic stability during O'Hare Modernization Program improvements and to support approximately 44,000 new jobs created by the project.

Directs that a copy of the resolution be forwarded to the Directors of the Illinois State Toll Highway Authority.
