State Board of Education and Board of Higher Education must prepare legislative recommendations to restructure school leader preparation and certification programs based on the Illinois School Leader Task Force February 2008 report.

Recommendations should include reviewing educator certification to create a professional educator license for PK-12 principals, requiring 4 years of teaching or school service experience, and aligning with national principal preparation standards.

Higher education institutions must submit redesigned principal preparation programs for State Teacher Certification Board approval by July 2011.

Beginning in 2013, all principal candidates must complete approved principal preparation programs and pass state performance-based assessments to receive a principal endorsement.

State Board of Education shall present legislative recommendations to the General Assembly by February 2010.
