Emphasizes that transportation accounts for 30% of global warming pollution in the Midwest and contributes to respiratory ailments, with Chicago experiencing asthma hospitalization rates double the national average

Notes that the proposed standards will save typical drivers approximately $2,800 over the vehicle's lifetime through reduced fuel consumption and save the nation 1.8 billion barrels of oil over five years

Recognizes the standards result from an agreement among automakers, auto workers, state and federal agencies, and environmental advocates, and will create jobs in vehicle technology production in Illinois and America

Urges the Governor to represent Illinois as a supporter of the proposed standards and directs that copies be presented to the President, Governor, EPA Administrator, and Secretary of Transportation
