General Assembly reaffirms Illinois' obligation to promote job creation and attract job-creating businesses to the state.

General Assembly designates the iBIO Institute and Illinois Biotechnology Industry Organization (iBIO) as acting on behalf of Illinois for economic development purposes and establishes state policy to encourage their programs including PROPEL and the Ambassadors Program.

PROPEL program has assisted 49 technology firms, created and retained more than 185 jobs, and attracted $10 million in new capital investment to Illinois.

iBIO's Ambassadors Program has attracted 2 overseas companies to establish U.S. headquarters in Illinois through pro bono assistance from biotechnology, nanotechnology, and information technology executives.

All state agencies are directed to cooperate with the iBIO Institute and other non-profits seeking to raise funds and execute programs that promote job creation and business attraction in Illinois.
