Establishes a Joint Task Force on Propane-Powered Vehicles to study the feasibility of converting State and local governmental vehicles to propane fuel.

Task Force shall examine propane vehicle availability and costs, types of vehicles suitable for conversion, potential costs and benefits, propane infrastructure and supply, and conversion timeline.

Task Force membership includes 8 legislative appointees (2 per party leadership), directors from Central Management Services/Environmental Protection Agency/Commerce and Economic Opportunity, University of Illinois President, and representatives from municipal/county governments, petroleum industry, environmental organizations, automobile manufacturers, propane suppliers, school districts, and health organizations.

Department of Central Management Services provides staff support and appoints one member from each stakeholder organization.

Task Force shall report findings and recommendations to the Secretary of the Senate and Clerk of the House by July 1, 2010; members serve without compensation.
