Directs the Illinois Department of Transportation to erect a plaque or sign at the Illinois rest area on Route 33 near Palestine honoring Congressional Medal of Honor recipient Sammy L. Davis.

Recognizes Sammy L. Davis, born November 1, 1946, who was awarded the Congressional Medal of Honor for his actions on November 18, 1967, during the Vietnam War while serving as a Private First Class in the U.S. Army.

Commends Davis for his heroic actions when his unit came under enemy fire, during which he fired rounds from a burning howitzer and rescued injured combatants despite being injured himself.

Notes that Davis retired from the Army in 1984 due to service-related injuries and has since dedicated himself to visiting schools, speaking at events, and addressing troops worldwide to promote the American message of freedom.

Directs copies of the resolution be delivered to the Illinois Department of Transportation, the Robinson V.F.W., and to Sammy L. Davis.
