Proclaims March 30 as "Welcome Home Vietnam Veterans Day" in Illinois to honor members of the United States Armed Forces who served in Vietnam during the Vietnam War.

Recognizes that more than 58,000 U.S. Armed Forces members died in Vietnam and more than 300,000 were wounded during the conflict from 1961 to 1975.

Acknowledges that Vietnam veterans faced difficult circumstances upon returning home amid public debate about U.S. involvement in the war.

Encourages all Illinois citizens to join communities across America in honoring Vietnam veterans.

Selects March 30 as the date for the observance because it marks the date U.S. Armed Forces completed withdrawal of combat troops from Vietnam on March 30, 1973.
