Creates a bipartisan Boards and Commissions Advisory Panel to analyze all statutorily created advisory panels, authorities, boards, commissions, committees, councils, and task forces for cost savings opportunities.

Panel shall review activity status, vacancy rates, meeting frequency, member compensation, and calculate various expenses for all entities under review.

Comprises 12 voting members: 3 Senate members appointed by President, 3 Senate members appointed by Minority Leader, 3 House members appointed by Speaker, and 3 House members appointed by House Minority Leader, with Governor as non-voting ex-officio member.

Requires panel to submit findings and recommendations for cost reductions to the Secretary of the Senate and Clerk of the House by June 30, 2011.

Panel members serve without compensation, with two co-chairpersons (one from each party), and all actions require affirmative vote of at least 7 voting members.
