Creates a 12-member Task Force on Electronic Access to Circuit Court Records to study public access policies and exemptions for circuit court records in Illinois.

Task Force membership includes representatives from the House Speaker and Minority Leader, the Administrative Office of the Illinois Courts, state bar associations, consumer protection groups, the Illinois Press Association, and the Illinois Association of Court Clerks.

Task Force members receive no compensation but may be reimbursed for actual expenses, and the group may seek assistance from legislative staff and external experts.

Requires the Task Force to study laws and procedures related to electronic public access to circuit court records and deliver a report with recommendations to the Governor and General Assembly by December 31, 2009.

Task Force is dissolved upon submission of its final report.
