Designates the third week of October in 2009 as "Character Counts Week" in Illinois.

Encourages students, teachers, parents, youth, and community leaders to recognize the importance of character education in preparing young people for their role in determining Illinois's future.

Calls upon individuals and organizations involved in educating youth to adopt core ethical values including trustworthiness, respect, responsibility, fairness, caring, citizenship, and honesty as intrinsic to individual and community wellbeing.

Urges the people of Illinois and interested groups to observe Character Counts Week with appropriate ceremonies, programs, and activities that promote these character elements.
