Urges the Governor's Office to quickly develop and submit spending plans for approximately $8.8 billion in federal funds allocated to Illinois under the American Recovery and Reinvestment Act of 2009.

Requests the Governor work with the General Assembly and legislators to identify qualified projects in economically-distressed regions that will maximize economic stimulus and job creation for Illinois residents.

Emphasizes federal deadlines are in place to reallocate unused funds to other states if Illinois fails to submit necessary spending plans.

Addresses Illinois' economic crisis, which included a 7.6% unemployment rate in December 2008, 100,700 jobs lost in 2008, and a predicted $9 billion state budget shortfall.

Directs delivery of the resolution to the Governor and Chief Operating Officer Jack Lavin.
