Creates a task force to study local government development standards and their effects on watersheds, wetlands, and floodplains

Task force membership includes 4 House members appointed by the Speaker, 4 House members appointed by the Minority Leader (each group has a co-chairperson), and at least one representative each from a statewide municipal organization, land conservation entity, and property development entity

Task force will focus on local government development practices and their short and long-term impacts, including mass grading, drainage, runoff, bank stabilization, deforestation, and wetlands elimination

Task force will also examine local government zoning authority practices and their interaction with private developers

Department of Natural Resources shall provide administrative support, with findings and recommendations due to the General Assembly by January 1, 2010
