Encourages the U.S. Environmental Protection Agency to grant California a waiver under Section 209 of the federal Clean Air Act to implement stricter motor vehicle carbon dioxide emissions standards than federal requirements.

Opposes federal preemption of state laws and regulations that impose stronger limits on global warming emissions than federal standards.

Notes that California has implemented more stringent vehicle emissions regulations for over 40 years and has requested waivers of federal preemption more than 50 times, with all previous requests granted in whole or in part until December 19, 2007.

Cites analysis showing California's standards would achieve a two-fold greater reduction in state carbon dioxide emissions and an 80 percent greater reduction nationally by 2020 compared to federal standards.

Directs copies of the resolution to be sent to the President, Vice President, Congressional leadership, Illinois members of Congress, and the EPA Administrator.
