Notes that in 2007, more than four million workers were injured nationally and 5,488 workers were killed due to job hazards.

Declares April 28, 2009 as Workers' Memorial Day in Illinois to remember workers who suffered or died on the job.

Encourages the Illinois congressional delegation and President Barack Obama to revise, strengthen federal workplace safety laws, and properly fund OSHA programs and staff.

Offers sympathy and understanding to families of workers who have been seriously injured or killed on the job.
