Notes that over 170 companies have invested millions in U.S. biodiesel manufacturing plants with approximately 2.7 billion gallons annual production capacity.

States that only 15% of biodiesel plants were operating in early 2010 due to concerns about the availability of a $1 per gallon blenders' excise tax credit.

Cites a December 2009 study warning that eliminating the credit would substantially harm biodiesel production and result in job losses, increased reliance on foreign oil, and compromised energy security.

Directs delivery of the resolution to the President of the United States and each member of the Illinois congressional delegation.
