Illinois faced an estimated $13 billion deficit entering Fiscal Year 2011 due to a lagging economy that slowed state revenues.

School districts had over $800 million in backlog of past due bills as of March 2010, making it difficult for school boards to maintain balanced budgets as required by law.

State Comptroller's policy delayed payments to school districts for mandated categorical services, including six special education programs and transportation reimbursement, until sufficient revenue was available to pay all programs in full quarterly.

House urges the State Comptroller to change payment policy to make payments to school districts for mandated categorical services by program when adequate funding becomes available.

Resolution directs that a suitable copy be forwarded to the State Comptroller.
