Urges Congress to pass H.R. 3410, the Taking Responsible Action for Community Safety Act, which revises requirements for railroad consolidation, merger, or acquisition of control transactions.

Requires public hearings in affected communities when hearings are held on proposed rail carrier transactions.

Mandates the Surface Transportation Board to consider effects on public interest for Class I railroad mergers and prohibits approval if adverse safety impacts or community harms outweigh transportation benefits.

Directs distribution of the resolution to the Speaker and Minority Leader of the U.S. House of Representatives, Senate leadership, and members of the Illinois congressional delegation.
