Creates a Clean Technology Task Force for Commercial Clothes Cleaning to study methods for phasing out perchloroethylene (perc) use in Illinois dry cleaning operations and promoting environmentally friendly alternatives.

Task Force shall be chaired by the Illinois Environmental Protection Agency Director and include 18 members representing dry cleaners, environmental organizations, water utilities, local government agencies, and industry stakeholders.

Task Force to examine technical training, demonstration projects, education programs, solvent usage fees, and financial incentives as methods to encourage adoption of cleaner clothes cleaning technologies.

Illinois Environmental Protection Agency shall provide staff and support; Task Force members serve without compensation.

Task Force must submit findings and recommendations to the Governor and General Assembly by December 31, 2010, potentially in the form of proposed legislation.
