Dorothy Boyd Sinclair of Peoria passed away on May 20, 2010; she was born April 21, 1929, in Adairsville, Georgia, and married Henry Sinclair on April 18, 1955.

Earned a B.S. with honors in chemistry from Georgia College and State University and an M.S. in chemistry from Wellesley University; worked as a chemist and laboratory instructor in chemistry at Illinois Central College.

Served on Peoria City Council as a council-at-large member from 1975 to 1991 after being elected four times; led petition drive to change Peoria's election system from ward-based to council/manager system with districts and council-at-large positions.

Active in civic organizations including League of Women Voters of Peoria (served as president), Peoria Historical Society (served as administrative head), and Tri-County Riverfront Action Forum; received multiple awards including the Rhodell Owens award and YWCA Legend award.

Illinois House of Representatives mourns her passing and directs that a suitable copy of the resolution be presented to her family; survived by husband Henry, daughter Claudia, and son Ian.
