Congratulates William Garth, Sr. for awarding college scholarships to black youth for 18 years and the Citizen newspaper staff for serving the black community for 45 years.

Recognizes Garth as publisher and CEO of the Chicago Citizen Newspaper Group with a total circulation of 121,000 and weekly readership over 400,000 covering Chicago's South and West sides and South Suburbs.

Honors Garth as the first black president of the Illinois Press Association and second black president of a statewide press association in the nation.

Acknowledges the Quentis Bernard Garth (QBG) Foundation, founded in 1995 in memory of Garth's son, which has disbursed close to $1 million in scholarships, helped 36 students graduate, and currently supports 11 enrolled scholars.

Directs presentation of this resolution to William Garth, Sr. as a symbol of the House's esteem and respect for his community service and business leadership.
