Notes her expansion of RRAF from 7 clients in a 700 square-foot rented space with a budget under $100,000 in 1991 to a capacity of 24 peers in a permanent facility purchased in 2001.

Recognizes her efforts maintaining RRAF's financial stability during economic crisis, including foregoing her own salary, and successfully increasing annual fundraising from less than $10,000 in 1995 to approximately $30,000 per year.

Directs that a suitable copy of the resolution be presented to Flanagan as a symbol of the House's esteem and respect.
