Urges the American Society for Muslim Advancement and Cordoba Institute to relocate their proposed $100 million mosque and Muslim Community Center from 45 Park Place in Lower Manhattan, which is located 2 blocks from Ground Zero.

States that while constitutional protections for freedom of speech, religion, and property rights permit the structure's construction, sensitivity to public concerns about the September 11th attacks should lead to choosing an alternative location.

Expresses concern that building a mosque near Ground Zero, where nearly 3,000 people were killed in the September 11, 2001 terrorist attacks, may negatively impact visitors paying respects to victims and undermine the integrity of future memorials.

Directs copies of the resolution to be sent to President Barack Obama, New York City Mayor Michael R. Bloomberg, New York Governor David A. Patterson, and the Manhattan Community Board.
