Congratulates Illinois State University Chief of Police Ronald D. Swan on his retirement effective November 30, 2010.

Recognizes Chief Swan's prior service as chief of police in Monticello and Beverly Hills, Missouri, and his extensive training including the U.S. Secret Service Dignitary Protection School and Anti-Defamation League advanced training.

Acknowledges Chief Swan's educational credentials including an AAS degree in criminal justice from Hannibal-LaGrange College, a BS degree in administration of justice from University of Missouri-St. Louis, and an MA degree in urban affairs from Webster University-St. Louis.

Honors Chief Swan's numerous awards and commendations including the Police Medal of Distinction, Life Saving Commendation, Medal of Excellence in Service to Russia, Roy Wilkins Award of the NAACP (2009), and Illinois State University's Strand Diversity Award (2008).

Directs that a suitable copy of the resolution be presented to Chief Swan as a symbol of respect and esteem.
