Congratulates Phillip R. Ulmer, Director of McHenry County Probation and Court Services Department, on his retirement effective December 31, 2010

Ulmer earned a Bachelor of Arts in Sociology from Milton College (1969) and a Master of Arts in Management from Webster College (1980)

Led computer automation of department records and implemented specialized adult probation programs including intensive supervision, drug, and DUI probation services

Received the Gene Hughes Service Award in 1980 and served as Board Secretary for the Illinois Probation and Court Services Association from 1994 to 1998

Directs that a suitable copy of the resolution be presented to Ulmer as a symbol of respect and esteem
