Recognizes Marks' life journey from her birth in Lithuania in 1923 through her experiences during World War II, including separation from her parents, time in refugee camps, and work in Austria before immigrating to the United States in 1949.

Acknowledges her significant contributions to the arts as a painter, weaver, and leader of the Lithuanian Woman Artists Association in Chicago, with works displayed at major institutions including the Art Institute of Chicago and the Balzekas Museum of Lithuanian Culture.

Notes that after her husband's death in 2000, Marks dedicated herself to establishing the Janina Monkute Marks Museum in Lithuania, which opened in October 2001 to house her artwork.

Directs that a suitable copy of the resolution be presented to Marks' surviving family, including her four sons and 10 grandchildren.
