The House of Representatives commends Paramedic-in-Charge Riki Kaelin and Firefighter/Paramedic Timothy Rottman of the Chicago Fire Department for their emergency response during the June 11, 2010 Chicago Blackhawks Victory Parade and Championship Rally.

Kaelin and Rottman responded in less than one minute to a cardiac emergency on Michigan Avenue near Madison Avenue, where they found a man in cardiac arrest with no pulse and extreme respiratory difficulty.

The paramedics used an automated external defibrillator to assess the patient's heart rhythm and provided ventilation via bag valve mask, restoring the patient's breathing and pulse within 4 minutes.

The patient was transported to a hospital and eventually recovered and was discharged, directly attributable to the quick and astute action of the two paramedics.

Suitable copies of the resolution shall be presented to Kaelin and Rottman as a symbol of respect and esteem for their professionalism, dedication, and life-saving actions.
