Establishes the Endangered Missing Person Advisory program within the Department of State Police to rapidly disseminate information about high-risk missing persons, defined as those whose circumstances indicate risk of injury or death.

Designates the existing AMBER Plan Task Force to oversee the Endangered Missing Person Advisory system, including development of procedures, budgetary requirements, and response protocols.

Requires the Department of State Police and Illinois Department on Aging to develop a community outreach program targeting healthcare facilities, nursing homes, assisted living facilities, and senior centers while protecting specific health information.

Defines "high-risk missing person" to include those missing due to stranger abduction, suspicious circumstances, dangerous conditions, unknown circumstances, or medical needs including dementia-like symptoms, among other risk factors.

Mandates law enforcement agencies immediately determine if a missing person is high-risk upon report receipt, enter information into LEADS and NCIC databases, and notify surrounding agencies to aid in safe return of the missing person.
