Moves the general primary election from the first Tuesday in February to the first Tuesday in June in even-numbered years.

Changes the deadline for judges to file declarations of judicial retention from the first Monday in December to the first Monday in April before the general election.

Updates campaign finance reporting requirements to reference "election or primary" instead of excluding general primary elections from certain reporting provisions.

Changes the blackout period for printing and mailing legislators' newsletters and brochures from December 15 to April 15 of the year of a general primary election, and extends through the day after the primary election.

Takes effect immediately upon becoming law.
